油气管道是国家能源安全的生命线。在能源安全新战略、交通强国战略、“碳达峰、碳中和”目标和数字化战略等多重背景下,传统管道运输系统已经无法全面满足国家重大战略需求,迫切需要构建新型的现代管道运输系统。文章回顾了管道运输系统的发展历程,经过70余年发展,中国管道运输工业从“自力更生、艰苦创业”中走来,经过“引进技术、提升水平”的不懈进取,实现“自主创新、跨越发展”,奠定了世界管道运输大国地位,形成了具有中国特色的管道工程建设与运行技术体系,核心技术总体自主可控,为现代管道运输系统构建与发展创造了技术条件。文章面向国家战略需求,提出了现代管道运输系统平安、绿色、智能、融合、开放的特征与内涵,并对现代管道运输系统发展趋势及关键技术进行了深入分析与重点任务设计,以期提出新形势下构建现代管道运输系统的中国方案。

Abstract:

Oil and gas pipelines serve as the lifeline of national energy security. Amid a series of significant national initiatives, such as China’s new energy security strategy, transportation strength strategy, “carbon peaking and carbon neutrality” goals, and digitalization strategy, conventional pipeline transportation systems fall short in addressing the nation’s critical strategic needs. Therefore, the development of novel modern pipeline transportation systems becomes an urgent imperative. The paper reviewed the development of pipeline transportation systems. Over more than 70 years of development, China’s pipeline transportation industry has evolved from its beginnings marked by “self-reliance and arduous pioneering efforts” to a phase of continuous progress through “technology introduction and enhancement”, ultimately achieving “independent innovation and leapfrog development”. These milestones have been instrumental in establishing China as a major global player in pipeline transportation, fostering a technical system for pipeline engineering construction and operation with Chinese characteristics. These independent and controllable core technologies form a robust groundwork for the construction and development of modern pipeline transportation systems. Aligning with national strategic needs, this paper revealed the characteristics and connotations of modern pipeline transportation systems, emphasizing their features of safety, environmental friendliness, intelligence, integration, and accessibility. The paper analyzed the development trends and key technologies concerning modern pipeline transportation systems, culminating in the design of key tasks, so as to put forward with Chinese blueprint aimed at constructing modern pipeline transportation systems under evolving circumstances.
